City of Hull Trading Standards win the Touchstone Award 2016

The British Hallmarking Council and the four Assay Offices of the UK were recently delighted to announce City of Hull Trading Standards as the winners of the Touchstone Award 2016.

This was the fifth annual presentation of this prestigious award which recognises innovative initiative undertaken in relation to hallmarking legislation, and this year’s applications demonstrated a wide range of different approaches.

Hull Trading Standards’ initiative began in 2014-15 when it was found that only 60% of the premises of jewellers visited were acting in full compliance with the Hallmarking Act 1973. The department then carried out a more far reaching investigation in 2015-16 resulting in the prosecution of one store owner and a requirement for the directors of an organization owning multiple stores to improve company procedures and install a much more rigorous system.

The joint expertise of the Trading Standards Service and the UK Assay Offices was essential in this successful operation.  The Award is funded by the four UK Assay Offices and supported by members of the British Hallmarking Council.

 Christopher Jewitt, Chairman of the BHC, presented the award and said: “The British Hallmarking Council is committed to working with the Chartered Institute of Trading Standards and other authorities to enforce our legislation. We were very pleased with this year’s entries and Hull’s application was excellent. It involved thorough preparation, planning and follow-through and there are clear outcomes that have definitely improved both the enforcement and awareness of hallmarking in their area.” 

The Touchstone Award was presented to the project’s lead officer, at the Chartered Trading Standard Institute Conference in Telford. Chris and his team will take part in a civic presentation in Hull in September and will also enjoy an educational tour of Assay Office London in November followed by lunch in the beautiful Goldsmiths’ Hall in the company of members of the British Hallmarking Council and the Worshipful Company of Goldsmiths.
